    Section 1 : Preface


    1.1 : The Legislative Process


    The Constitution was created to be a document that is a guideline to the everyday proceedings of our League. It can be changed and altered as long as it follows the procedures set forth in this Article. Our process here has always been, and will forever be, to give everyone a voice in how we govern our League. Some parts of our Constitution can only be changed by The Commissioner and others by Staff, Owners, and Players. We do this to make sure that we get a good balance of opinions from all parts of the site. First and foremost, this article is meant to protect our League from tyrannical leadership or one sided opinions.


    1.2 : Terms of Service


    The League Gaming Terms of Service are created and edited only by the League Gaming Site Staff. The Terms of Service is our way of staying compliant to Federal, State, and Local Laws, while also setting our Standard of Membership. Staff reserves the right to edit, add, or remove parts of the Terms of Service as seen fit.


    1.3 : Executive Orders


    The Commissioner of the League has a right to issue an Executive Order to any Staff, Owner, Manager, or Committee member. These orders will be in relation to his/her duties here as that role requires. To create an Executive Order, the Commissioner must seek the approval from the League Gaming Site Staff. Site Staff will ensure that this Order is within the right of the Commissioner, and is necessary to the improvement of the League.


    1.4 : Creating Committees


    The Commissioner has the right to create or allow the creation of a Committee. A Committee is simply a group of members that work on a specific part of the League. Members can range from Staff, Owners, Managers, and Players. Membership to these Committees may require approval from either the Commissioner, Committee Chair, or other Committee members. Approval of this Committee must be given by the League Gaming Site Staff.

    Section 2 : Constitutional Amendments


    2.1 : Article I : League Structure


    The League Structure governs the roles in the League and the powers they have. This article is placed in the hands of the League Gaming Site Staff, and it is at their discretion how they see fit to change this article. They will always consult with all their League Staff and make changes that are aimed at improving the league or its experience.


    2.2 : Article II : Judicial Process


    The Judicial Process governs how we judge our infractions and see them through. It is our way of keeping things fair throughout the process of complaints and suspensions. This article is placed in the hands of the League Gaming Site Staff, and it is at their discretion how they see fit to change this article. They will always consult with all their League Staff and make changes that are aimed at improving the league or its experience.


    2.3 : Article III : Legislative Process


    The Legislative Process governs how we amend the Constitution or create new Orders. It keeps the balance of not allowing one member or a small group of members to make major decisions. This article is placed in the hands of the League Gaming Site Staff, and it is as their discretion how they see fit to change this article. They will always consult with all their League Staff and make changes that are aimed at improving the league or its experience.


    2.4 : Article IV : Scheduling Procedures


    The Scheduling Procedures outline how we schedule our games. It is approved by the Commissioner.


    Voting to change Scheduling Procedures goes as follows:


    In Season:


    A case must be brought to the Commissioner on why a rule that was agreed upon in the off-season needs to be changed mid-season. This should be done with support from a good size of Staff, Owners, or Players, or any combination of them. The case must include what the problem is and what changes needs to be made.


    It is the duty of the Commissioner to entertain the proposal and look into it further. He/She will then decide if it merits a Hearing of Constitutional Amendment. If he/she does, you then will proceed with that Hearing:


    Hearing of Constitutional Amendment:


    The Proposal will now be voted on by the Commissioner’s Staff and Owners.


    They must alert League Gaming Site Staff so they may make sure the process is being followed correctly.


    Each group will poll their respective groups with a simple poll that states:

    A.) Yes, Change the Rule
    or
    B.) No, Keep it the Same.


    It must include a full description of the proposed Rule change.


    The votes will then reflect the votes of those bodies: Staff, Owners, and Players. 2 of 3 votes for Yes will change the Constitution.


    In the event of a voted change in the Constitution, it is up to the Commissioner to then change the Constitution with help from the League Gaming Site Staff.


    Off-Season:


    The off-season time period is a short window when the League is not actively playing games, and the Constitution can be looked at more closely. This is a time when the League as a whole needs to work on ideas and suggestions to implement new rules or procedures. The League should be openly discussing and addressing the wants and needs of all three bodies (Staff, Owners, Players) in this particular article during that time.


    Each body should be working on their own wants and needs, while sharing them with the other bodies. This can be done through the forums via threads and polls. These discussions are to gain a better understanding of what changes need to be made to make all sides happy. Negotiation and some give and take will go a long way in making the vote go very smoothly.


    Once we hit the actual off-season, we will go ahead and vote any amendments in.


    The Commissioner and his Staff are responsible for creating the first draft of changes for each Article. They will take the ideas and suggestions that were negotiated earlier and put them into the first draft.


    This Article, if being amended, will then be placed up to vote, then:


    - The Commissioner’s Staff will create a poll.
    - The Owners will create a poll.


    The poll will give 2 choices: Accept changes or Renegotiate.


    If any of the choices tie within any of these groups, they must re-vote until they come to a decision. The 3 votes are determined by the following:


    - The Commissioner’s Staff as a whole will count as one vote.
    - The Owners as a whole will count as one vote.


    2 of 3 votes to change the proposed Constitutional Amendment equals an Amendment.
    2 of 3 votes to renegotiate the proposed Constitutional Amendment equals 72 hours of more talks, and a revote to follow.


    If the Constitution is amended, it is up to the Commissioner to change the Constitution with help from the League Gaming Site Staff.


    2.5 : Article V : Rosters & Transactions


    The Rosters and Transactions outline how we manage our rosters, restrictions, and transactions. It is approved by the Commissioner’s Staff, Owners, and Player’s Association.


    Voting to change Rosters and Transactions goes as follows:


    In Season:

This should be done with support from a good size of Staff, Owners, or Players, or any combination of them. The case must include what the problem is, and what changes needs to be made.

    The Player’s Bill of Rights can only be changed by the Players and the League Gaming Staff together. When issues with this article arise, one of these two sides will need to approach the other and come up with a solution together. The League Gaming Staff feel very strongly about keeping a Player’s Rights infringed. This article should rarely, if ever, change.


    2.7 : Article VII : The Rule Book


    The Rule Book outlines what all members of this League can get in trouble for in any situation, and any role. It is approved by the Commissioner’s Staff, Owners, Board of Governor's, and Player’s Association.
