    A Veteran player who chooses to retire will retain their Veteran Status. If they return to the League in the future, they will do so as a Veteran, provided they are either under contract, or have signed up in time for bidding. Retiring does not negate a Player's contract. They will remain the property of their last team until they complete their contract or are released by that Team.

    2.1 : Retirement

    If a Player chooses to retire, they may do so only in the off season.

    2.2: Unretirement

    2. A Player not posting availability twice in one Season.
    3. A message on Xbox Live, LG PM, or Forum Post from the Player stating their intention to not play anymore or quitting the team/league.

    Commissioner Staff/Site Staff : Have the ability to ban for Inactivity. This can be done at their discretion with sufficient evidence.

    Managers and Owners are to issue strikes with the strike system located in the front office tool
    1) First warns are sent to a player(s) who misses one game
    2) Second warns are sent to a player(s) who misses a second game
    3) Third warns are for removal and also notify league staff that the manager has requested this player to be removed from their roster

    Managers/Owners are also to issue a "League Removal Warning" at the same they issue a second strike.

    League Removal Warnings are also located in the Front office tool.

    3.2 : Seasonal Ban Appeal

    A Player has one week from the time they are removed from the league to appeal their removal.

    To make an appeal, the Commissioner, and the LGFAPA are to be notified via PM.

    A successful appeal will result in 1 of the following:
    1. The Player returns to his previous team
    2. A Player wishes to continue to play, and will be placed on waivers until they are claimed by another Team or until the end of the season.
    3. The Player being placed on the Retired list.

    3.3 : Seasonal Ban Punishment

    Bans are a one season punishment. The punishment is from the time of the ban, until the beginning of the next season. A ban that comes within the last two weeks of the season will result in a one season punishment, beginning at the start of the next season.

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

    Section 5 : Organizational Transactions

    5.1 : Transfer Budget

    All franchises start with the same amount of transfer budget which is then deducted from though bidding, fines and transfers and added to through rewards and transfers. The transfer budget will be attached to the current owner of that team. When an owner steps down, that organization's team budget will reset to league the league default. If an owner is removed mid-season the current transfer budget that was accumulated will stay until the beginning of next season, then be reset to the league default for a new Owner to take over.

    First Team Starting Budget: $80m

    U21 Team Starting Budget: $40m

    5.2 : Exceeding the Cap

    No team will be permitted to go into negative transfer funds

    5.3: What Counts Against the budget

    - Any money used up in bidding is subtracted from the transfer budget.
    - When buying a player in a transfer, the money is subtracted from the budget.
    - Any fines a team incurred during the season will subtract from the cap

    5.4: What adds to the transfer budget

    - Any money gained in the sale of a player will go to the transfer budget
    - When a team loses a player to free agency in the off-season, that team is entitled to half of the player's salary, which will be added back to their transfer budget for next seasons start of bidding (To a minimum of 500K).
    - Money will be gained throughout the year based off of the team’s finish in all competitions. The amounts are as follows:

    First Team:

    Top half of table: 5m
    Bottom half: 4m

    Cup win: 5m
    Cup Final Reached: 3m
    Cup Semi-Final Reached: 2m
    Cup QF Reached: 1m

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    Section 6: Free Agent Bidding
    It is management's responsibility to ensure their roster is 100% accurate prior to bidding. If there is an error in your team's situation, please inform the LGFA Staff immediately for possible correction.
    It is management's responsibility to ensure all bids placed are accurate before confirming them.
    Teams will enter bidding with a number of slots and available budget to spend based on the maximum allowed, minus the totals of their current roster. Teams are not allowed to bid on players that would potentially put them over the roster limit for any position.
    First Team:
    - The minimum bid for a player in the First team is $500,000.
    - The minimum bid increment for a player is $250,000.
    - Once a bid on a player has stood for 18 hours with no change, the player’s bid will expire, and they will be won to that team.
    U21 :
    - The minimum bid for a player in the U21 is $500,000
    - The minimum bid increment for a player is $250,000.
    - Once a bid on a player has stood for 18 hours with no change, the player’s bid will expire, and they will be won to that team.
    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

    Section 7 : Random Assignment

    All Prospects and Veterans left over from bidding will be randomly assigned once bidding is over.

    During the Season, any new sign-up will be randomly assigned up until the last week of the season.

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    Section 8 : Player Contracts
    Player Contracts are mandated by the league. When a player is won through bidding, the league requires a certain number of contract years to be assigned. The number of contract years assigned to each player is at the discretion of management. A player can refuse or accept a 3 season contract offer sent via the LGFA contract system.
    8.1 : Required Contracts
    Teams will be required to assign a mandatory number of contracts at the beginning of the season. The mandated requirements are only in effect at this time, and as such a team’s number of contract years may fluctuate via player transactions after their initial assignments.
    8.2 : Contract Restrictions
    The minimum contract term for a player is 1 season.
    The maximum is:
    First Team - 3 Seasons
    U21 - 2 Seasons
    8.3 : First Team Contracts
    First teams will have a required number of contracts to assign based on a scale dependent on the number of roster spots filled through bidding. This must be done by the beginning of the season.
    Required Contracts for First Team: (Players acquired x 1.5) + (Players acquired / 3) rounded up.
    8.4 : U21 Contracts
    U21 Teams will have a required number of contracts to assign based on a scale dependent on the number of roster spots filled through bidding. This must be done by the beginning of the season.
    Required Contracts for U21: (Players acquired + 8 additional contract years)
    8.5 : Contract Extensions
    Management may offer a limited number of contract extensions (resigns) at the end of the season.
    They must contact the player they wish to extend, and receive an acceptance notification to an offer sent via the LGFA contract system.
    Contract Extensions per League:
    First Team: 3 Contract Extensions
    U21: 2 Contract Extensions
    There is a fee for resigning players: (Players current transfer price / 4) rounded up to the nearest $250,000.
    Note that Veteran Players with expiring contracts can be transferred, requiring the new team to use an extension/resign on them. These transfers are not guaranteed (aka the team transferring for the expiring player takes on the risk. This player is NOT required to resign with his/her new team).
    Only Veteran Players with contracts that are expiring prior to the next season may be offered extensions.
    Prospects and randomly assigned players cannot be resigned.
    A Player has the right to refuse an extension. Management must receive an acceptance notification to an offer sent via the contract system for a contract extension.
    If the player refuses the extension and goes into bidding, the team losing the player to free agency in the off-season, is entitled to half of the player's salary, which will be added back to their transfer budget for next seasons start of bidding (To a minimum of 500K).
    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

    Section 9: Transactions

    9.1 : Buyouts

    Teams may buy out a Veteran Player.

    Prospects cannot be released in this manner.

    Management can buy players out using the front office tool.

    The team buying out that Player will be charged 1m for every year remaining on the contract

    The Player will be placed on waivers, and offered to teams via the waiver wire for half of his original transfer price, rounded to the nearest $250,000.

    Player’s contract years are reduced to 1.

    All Players released and not picked up will be randomly assigned with the Player retaining their Veteran Status.

    9.2 : Waiver Wire

    The waiver wire is where Management may place a claim on a waived player.

    9.2.1 : Time Frame

    The First Team waiver period for each season opens the start of week one Sunday at 9:30 PM.

    The U21 waiver period for each season opens the start of week one Sunday at 9:30 PM.

    9.2.2 : Exemptions

    Players called up on ECU or IR are exempt from waivers.

    9.2.3 : Procedure

    When a team sends a Player down, that Player will be placed on the waiver wire for 24 hours for any other team to claim before the movement will be completed.

    If a team wishes to make a claim, they must have or make room on their roster. The Player can either fill an empty roster spot, or the team claiming the Player must post a corresponding send-down immediately after the claim’s 24 hour period being over to make room for the Player.

    The winning claim will be awarded to the team with the highest waiver priority that can accept the Player to their roster via either an empty spot or a legitimate posted transaction.

    Once a team has successfully won a Player, they will be moved to the bottom of the waiver order.

    If a Player goes unclaimed, the original send down will be processed, and that player will be available for the U21 team.

    9.2.4 : Restrictions

    Waivers apply to First Team Players being sent down to the U21 team.

    A team may only place a claim on a Player with the intent of placing that player on their active first team roster.

    Teams may retract a claim once it has been placed, as long as it is done before the 24 hour waiver period has ended.

    9.3 : Call Ups

    Players are eligible for call up in the following circumstances.

    9.3.1 : ECU (Emergency Call Up)

    An ECU may be used for a single game as a substitute for a missing Player.

    ECU’s may play any position needed.

    A U21 Player may be used as an ECU a maximum of once per week.

    ECU’s must be used in the case of a suspended Player.

    9.3.2: IR (Injured Reserve)

    The IR is only used for Players who are unable to play for an extended period of time.

    Players can only be used as an IR call-up, and not an IR call-DOWN (i.e. no First team to U21).

    When a Player is placed on IR, teams temporarily call up a replacement Player to their roster to fill that space.

    The replacement Player plays in all of the IR’d Player’s games, and at the end of the week, he/she is sent back down to his/her normal team.

    A Player may be placed on IR for up to two weeks per season. A Player placed on IR may not participate in games until they have been recalled from the IR.

    A Player may be used as an IR call-up once per season. It does not matter what league a Player is being used as an IR call up, it counts as his/her 1 week allowed for the season. A Player participating as an IR call up is not eligible to play games for his regular team, only the team he has been temporarily called up to.

    9.3.3 : Permanent Call Up

    A Player may be called up to fill an empty roster spot or to replace a Player that is being sent down. Once a Player is called up in this manner, they must pass through waivers when being sent down.

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    Section 10 : Transfers
    10.1 : Deadlines
    BoG’s will start processing transfers at 11 pm Eastern, Thursday night.
    Management submitting transfers can be sent in any day, or any time.
    The deadline for weekly transfers to be accepted by the Owners and/or the BoG will be Saturday's at 12 am.
    10.2 : Transfer Submissions
    A Transfer can be a combination of both players and transfer money.
    Once a transfer is submitted and confirmed by all parties (Owners and GM's), it is final!
    For a Transfer to become official, it must be legal as per all Transfer guidelines and it must be accepted through the LG transfer system.
    Transfers resulting in a team going over budget, or having extra/less players must be resolved by additional transfers/call-ups/send-downs by Sunday at game-time. Please keep in mind that the deadline for weekly transfers is Saturday at 12pm, so if a transfer is needed to make a team salary or roster complaint and isn't submitted and approved by then, said team would be in violation and need to call-up/send-down someone and address the issue internally.
    Players can be transferred several times a week as long as the player’s original transfers are processed.
    Transfers involving Retired/Blacklisted Players will be denied and could result in suspension or removal if deemed done in bad faith.
    The owner who is receiving a player's rights MUST include in the transfer PM that they are accepting the responsibility of the new player and understand they may not be able to retain the new player.
    After a player's rights have been transferred, the player cannot be transferred back to the original team until the mid season transfer window.
    10.3 : Transfer Compensation
    If a Player receives a seasonal ban in their first week on their new team after being transferred, the team banning the Player may request compensation for the transaction.
    If a team is requesting a transfer compensation it must be submitted via the Action Center no later than 11:59PM EST the following Thursday (a week after the original transfer). If the Player was transfered for in the off-season, Management has the opportunity to request compensation in the first week when blacklists open with the same deadline applying.
    If it is determined by the League Staff that the transfer needs to be compensated, both teams will be notified. It is up to the teams to work out compensation among themselves; if they cannot do so, League Staff will intervene and determine the appropriate compensation.
    All compensations transfers must be made through the LG transfer System.
    10.4 : Roster Space and Transactions
    Teams can transfer freely for any position they want, as long as they are compliant with Article Four: 1.1, prior to the weekly games beginning.
    You may transfer a Player between teams and leagues (Barclay's to Series A, etc.). The Player may then be called up or sent down per standard waiver procedures after the transfer is completed.
    Owners can submit transfers for any level of the Franchise.
    First Team Management can only trade/transfer First Team Players
    U21 Management can only trade/transfer U21 Players
    10.5 : Transfer Deadline
    The first transfer window will be open from Sunday 5PM in week 2 until Saturday 12PM of week 4
    The second transfer window will open from Sunday 5PM in week 6 until Saturday 12PM of week 8
    Removed this phrase from Section 9.3.3:
    This was written assuming we would have a U21 Team for our first teams. This is not the case and is temporarily removed from the constitution.
