    How about lagouts where at restart you lose full last minute of 3rd period. Why not implement instead of taking a penalty team gets awarded a penalty shot.
    During regular season so many teams get ripped off not gaining that full minute at end. Even playoffs losing that last real minute can either help a team with a lead
