We don't need to get 32 players for this league. If we get 16 solid players that will play every week, then that will give us a great league filled with quality. This will also allow me to do more things, like a consolation round for first round losers, and will allow me to do more things like round robins, and other fun ideas to give the league some variety. This will also allow me to schedule tournaments each week starting on on the same day (ie. Friday) and ending on the same day (ie. Wednesday) for consistency. Since everyone here will be seriously dedicated, then we won't have to worry about people not playing there matches, and will give me a chance to schedule each round for one day (2, if you count the overlapping day) which will make the league a ton more efficient.
