Something they need to think about how it would work. Maybe vets 1 ways and amateur can be 2 ways. For that to work vets in the ahl can't get waived to the chl. Just a idea but obviously can have some flaws.

 

But personally, owners can do whatever they want, if you get called up then you get called up.
