From what I understand up to this point; it is not allowed from this point on to ask players not to scout so that they go cheaper in bidding. Let's see the various ways in which this can be danced around (What I'm trying to say is don't try to police the uncontrollable); 1. Owner can suggest that a lower salary increases the chance for the team to win, and subsequently directly suggest to the player that scouting is a bad idea 2. Owner can suggest that a lower salary increases the chance for the team to win, and subsequently imply the above mentioned 3. Owner can manipulate target of interest by saying something along the lines of "We will try to get you for 500k." This will discourage the player from scouting with others. 4. Owner can formally or informally give the player the pros and cons of scouting with other teams. Basically, and don't take this the wrong way Tino, Brodie, and Tris... The North Korean government would have trouble policing this.
For those getting tripped up on the word "collusion", look beyond it. Tino is trying to make a point that's it's a bit shady. Agree or not, you should be able to look beyond the possible wrong terminology used by the OP. While having an owner go out of his way to keep a "new" player from scouting is shady, it is still up to the player to be smart enough and field out other options. It works both way and the owner/GM cannot be blamed entirely if the player decides not to scout with other teams, even if the owner/GM put the idea in the players head.
It's not shady, whatsoever. Good for the owner for doing scouting and finding the player before anyone else did. Why punish an owner who goes out and tries to find the hidden gems in bidding?
This issue runs on par with Lbing after the whistle to me. Small potatoes, especially when gauged against the other loopholes that run rampant in the current rendition of the rulebook. Basically, we're arguing over telling players not to scout when Owner1 can trade his three best players to Owner2's three worst players, and then quit. Owner1 screws over his team, ensures Owner2 creates a mini-dynasty, and the other 28 owners have to play out 2 seasons against quite a handicap.
everyone keeps implying owners are finding hidden gems everywhere. I am sure it's more likely owners are telling their club buddies not to scout more than it is hidden gems they are finding in random scouting. 90 percent of signups are probably here by word of mouth from a friend and are here to hopefully play with them. I am not saying these players won't play for anyone, but for our leaders to flat out tell players not to scout is kind of lame. Leave it up to them to decide, cuz nothing is a guartantee. if you are gonna do it(tell guys not to scout for anyone), just do it privately. don't be so obvious about it, to where its getting out to everybody else. It's bound to happen, just sends a bad message to the community if everyone sees you being so open about it. good luck to everyone in scouting!

In the end this is all still the players choice we don't hold guns to players heads. Or threating to eat thier children. But just like the movie The Air up there if you go to Africa to scout a player you don't call all the other NBA teams to let them know what you found. Veterans are going to scout for players they like newbs are goin to scout for everyone but that unknown person you brought in you should have the rights to him. Just like in the VHL if I brought you in spent my time to convince you to sign up your ass is mine and mine alone.
Sorry I mixed the 2 together and used his "real life" as an example. This first comment was more directed at the bold in your quote. You claimed it was not tampering. Whether its acceptable or not (I'm not debating that), it is tampering. I'm not going to pull up definitions of the word and it shouldn't need to be explained how it is, that should be obvious. I'm pretty neutral on this knowing that its something that has been around leagues forever and knowing that it would be hard to regulate in a league starting at this size. I just don't think the actions should be down played, distorted or defended when people want to micro define words and actions. Defend that you don't think it should be an issue, call the kettle black and move on, it is what it is.
